The Local Plan is at the heart of the planning system and provides a framework for guiding decisions on individual planning applications.
It identifies sites land for development, as well as areas where development should be restricted.
The Local Plan is a statutory requirement and all local planning authorities must have a current plan, that seeks to address the development needs of their area.

National planning policy requires districts to have up to date Local Plans in place.
Oldham Council is seeking the views of residents as we prepare a new Local Plan. When adopted this will replace the existing Local Plan (the ‘Joint Core Strategy and Development Management Development Plan Document’).
The Local Plan must conform with Places for Everyone. PfE is being jointly prepared by nine of the Greater Manchester local authorities (Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Tameside, Trafford and Wigan)
The Local Plan will cover the whole borough except the part that falls within the Peak District National Park.
The Local Development Scheme 2022 sets out the documents that make up the Local Plan for the borough and the timescales for their preparation and subsequent review.
