The Community Infrastructure Levy (CIL) regulations and National Planning Policy Framework require that any local authority that has received developer contributions (through Section 106 (S106) planning obligations or CIL) must provide an Infrastructure Funding Statement (IFS). The IFS must be updated annually and published on the Council’s website by the 31 December each year.

The statements show how developer contributions support new development and local infrastructure. The current Infrastructure Funding Statement looks at the period from April 2023 to March 2024:

The statement provides:

  • An overview of s106 agreements
  • The process for off-site financial contributions
  • S106 contributions secured during the 2023-2024 monitoring period
  • The S106 contributions received by the Council during the 2023-2024 monitoring period
  • The S106 contribution transactions completed by the Council in the 2023-2024 monitoring period
  • Contributions delivered on site from S106 contributions during the 2023-2024 monitoring period
  • Previously secured S106 contributions, expected to be delivered in the future

The IFS ensures the most up-to-date information on the amount of developer contributions received by the Council from new developments, in addition to information on where these monies have been spent, is readily available to members of the public and other interested parties.
