Safeguarding is defined as "protecting an adult’s right to live in safety, free from abuse and neglect".
It is about people and organisations working together to prevent and stop both the risks and experience of abuse or neglect, while at the same time making sure that the adult’s wellbeing is promoted including, where appropriate, having regard to their views, wishes, feelings and beliefs in deciding on any action.
This must recognise that adults sometimes have complex interpersonal relationships and may be ambivalent, unclear or unrealistic about their personal circumstances.

Safeguarding Adults Review (SAR)
Where a vulnerable adult suffers serious harm or death, a multi-agency review process can be undertaken.
It aims to identify and promote good practice, effective learning and recommendations for future practice so that deaths or serious harm can be prevented from happening again.
This process is called a Safeguarding Adults Review (SAR).
A SAR must be undertaken wherever there is reasonable cause for concern about how the Oldham Safeguarding Adults Partnership, members of it, or other local professionals and/or services worked together to safeguard an adult with care and support needs (regardless of whether the local authority was meeting any of those needs) who:
- Has died (including from suicide) and is known or suspected to have died as a result of abuse or neglect (regardless of whether or not abuse or neglect was known or suspected before the person died)
- Is still alive, and is known or suspected of having experienced serious abuse or neglect
SAR referral
If any professional believes a SAR is required, they can refer the case for a SAR screening by completing the Safeguarding Adult Review Referral Form:
Once completed the form should be emailed to:
